Complaint against scintillating sunilkumar

Dear readers,

Savukku always believes that words that doesn't translate into action is meaningless.   So, as a follow up action, today (15.10.2010) a complaint has been filed for a probe into the corruption against Thiru.Sunil Kumar,IPS., Joint Director, Vigilance and Anti-Corruption (?????).  

Savukku dares Ms.S.Malathi, the top most bureaucrat in the State to order a probe against Sunil Kumar where there is a prima facie case, with the same swiftness and hurry shown in the case of A.K.Viswanathan.   To recollect for the benefit of readers, a three member committee consisting Chief Secretary, Vigilance Commissoner and the Home Secretary ordered a Detailed Enquiry against A.K.Viswanathan,IPS., the next day they received a complaint against him.     People who are in the know of things would definitely see through the evil designs of Jaffer Sait and K.Radhakrishnan in ordering a probe against A.K.Viswanathan, in a jiffy.   

Though there could be no doubt that any allegations of corruption should be probed to its logical end, selective probe against people who cross swords with power centers and turning a Nelson's eye against scorchingly corrupt people cannot be tolerated.

          Sub:   Public Servants – Allegation of possession of assets
                    Disproportionate to known sources of income – preferred.


          Thiru.Sunil Kumar is a 1988 batch IPS Officer, officer borne on the cadre of Tamil Nadu.  He is a public servant as defined under  section 2 (c) (i) of the Prevention of Corruption Act 1988.
          2) Between the check period from 01.05.2006 and 31.12.2009, Thiru.Sunil Kumar is in possession of assets and pecuniary resources to the tune of Rs.10 crores.   The details of immovable properties possessed by Sunil Kumar in his name in the name of his family members are furnished below:
  1. One acre land in Yelagiri, Vellore District  
  2. Two grounds measuring 4800 Sq. Ft. Manapakkam.
  3. One acre in Thaiyur village in Kancheepuram District
  4. Four grounds in Sholinganallur
  5. Four grounds in Karapakkam
  6. Half acre three places in (total one-and-a half acres) Ooty
  7. 25 cents in Kutralam
  8. One acre in Hosur District
  9. 20 cents in Kovaipudur, Coimbatore District.

Besides the above properties, Thiru.Sunil Kumar is in possession of movable properties in the form of jewels, fixed deposits, shares and debentures in his name and in his family member’s name.
3)  Thus, Thiru.Sunil Kumar has committed offences punishable under Sections 13 (1) (e) r/w 13 (2) of the Prevention of Corruption Act, 1988.  His wife and his family members on whose names the properties stand, have committed offences punishable under Section 109 of IPC.
4)  Thiru.Sunil Kumar has  obtained a seat under ‘Government Discretionary Quota’ in the Anna University for his son Apoorva Kumar, by applying for the same with the government.    His son has been allotted with a seat in the Branch Electronics and Communication.
5) Thus being a public servant, Thiru.Sunil Kumar, while holding office as a public servant, by obtaining for his son ‘any valuable thing or pecuniary advantage without any public interest’ has committed an offence punishable under section 13 (1) (d) (iii)  r/w 13 (2) of the Prevention of Corruption Act, 1988.
6)  A case under the relevant provisions of the Prevention of Corruption Act may kindly be registered and investigated against Thiru.Sunil Kumar, IPS., Joint Director, Vigilance and Anti-Corruption, Chennai.
7)  Since Thiru.Sunil Kumar,IPS is holding an important post of supervising corruption cases against public servants in his capacity as Joint Director, would make the proposed investigation against him ineffective.    As such, Thiru.Sunil Kumar,IPS may immediately be transferred out of the post of Joint Director, DVAC, and placed under suspension to facilitate a free and fair investigation.


Dear Sunil Kumar,  though physiotheraphy may provide succur and solace for your back pain, you may not find any treatment for the headache savukku is going to give you, if you fail to severe your ties with PEEPING TOM.

Band of Bandits. The Ugly, The Uglier and The Ugliest.

Who is the Ugly ?  We will come to it later.   The Uglier, K.Radhakrishnan and the Ugliest.... ?   Who else than our Jaffer Sait.     Why this posting about the uglier lot ? You will see... ....

Jaffer Sait, who considers himself as the almighty has become so desperate that he want to fix savukku in a sexual harassment case.   Day before yesterday (11.10.2010) there was a meeting in the white house of Chennai.  The only agenda of the extraordinary general body meeting of the band of bandits was to destroy ‘savukku’.  

Unfortunately, the extraordinary general meeting concluded, before any final conclusion could be arrived at.  

A person conspicuous by his absence was Shankar Jiwal, who is on a personal visit to USA and Spain. 

Congratulations Jiwal.   Heard that you are joining RAW next month.    Now you are about to be posted to a right place, because in your new posting you can excel by eavesdropping on your counterparts.   But be careful man, your counterparts are more sophisticated than you in eavesdropping... ... !

Now lets find out who is the ugly.    A person,  who has recently became the prodigal son of the ugliest, is the ugly.  It is none other than Sunil Kumar.  

Why he joined this band of bandits is that he felt he has been unreasonably left out from the band.  

The Bandit King Jaffer, found this prodigal son left alone in the presence of honest officers and brought him back to the proper place viz band of bandits.

In the Extraordinary general body meeting various ideas were put forth by the members to destroy savukku.    Scintillating Sunil, put forth the suggestion that he has already intensified the departmental disciplinary proceedings against savukku and he would intensify it further.    But, bandit king was not impressed, for he knows savukku would not be deterred by such petty things.   So the transcripts of the conversation of savukku and his friends were discussed.     Why savukku’s phone is put on monitoring... ?  That is why Jaffer Sait is the ugliest.   Not only the ugliest, but also the meanest, because this PEEPING TOM doesn’t have any sense of sanity or shame to do such indiscriminate eavesdropping on friends, and foes alike.  

The next idea put forth was to incriminate advocate Pugalenthi also in a sexual harassment case and write dirty stories about both Pugalenthi and Savukku through the pimps in their pay roll.  Though Sunil Kumar was tempted to go with this idea, he also gave a word of caution that the person who would be registering the case against either savukku or pugalenthi may let them down and it may turn out to be a fiasco.

Peeping Tom’s next suggestion was to fix savukku in a severe false case, so that he would never come out of JAIL.   He also made a suggestion that some body may entrusted with the work of picking up a fight with savukku on the road and beat him black and blue, so that he would be hospitalised at least for a month.   

Scintillating Sunil, who wets his pants on hearing Peeping Tom’s name praised Jaffer for such a wonderful idea and said that this should be implemented ASAP.

If the Band of Bandits are having wet dreams that savukku could be cowed down by such empty threats, they would be in for a surprise.

K.Balu, former DSP of Cyber Crime Cell, CB.CID, now Additional SP, DCRB, Sivagangai and his team used third degree torture methods just to get a confession implicating Jaffer Sait’s sworn enemy in the ‘telephone tapping’ case.    Even it was negotiated that the torture would stop, if the officer is named.  

But Jaffer, did Balu not tell you that he failed to extract a single word from savukku ?   But Jaffer, under delusion from his anger tried another trick to implicate his enemy....   He tried to subject savukku to ‘narcoanalysis’ test in Bangalore to somehow implicate his enemy.   Dear Jaffer...   Do you think, sodium pentathol could bring out something which a whole night’s torture could not ?    You are mistaken dear. 

Unlike you or your buddy Sunil Kumar, savukku doesn’t possess properties worth crores throughout the state.   We have got nothing to lose Jaffer.  Let me remind you of Chairman Mao’s quote:

“Though death befalls all men alike, it may be weightier than Mount Tai or lighter than a feather." To die for the people is weightier than Mount Tai, but to work for the fascists and die for the exploiters and oppressors is lighter than a feather.”

Jaffer, nothing endures but change, including your position of power.   Your days are numbered Jaffer.   

Do not forget, a thousand Damocles swords are hanging above your head and you are surrounded by Judas.   You will be sold for a few pennies, with which you buy people now.

Sunil, you were an officer who resisted pressure even from the Chief Minister to give a false complaint.   But, your Achilles heel,  your son, has made you a weak-kneed person to play second fiddle to Jaffer.     And you are pursuing innocent persons by abusing your position as DVAC’s Joint Director.... .....  !!

Sunil, you have more skeletons in your cup board than any one else.  If we start to wash your dirty linen in public, the damage would be unbearable even by a thick-skinned person like you.

Scintillating Sunil Kumar

Who is this Sunil Kumar ?  This Sunil Kumar is an IPS officer of 1988 batch in the Tamil Nadu cadre.  Why is he scintillating Sunil ?  Lets see…

Sunil Kumar had all along maintained a clever camouflage of an honest officer all along his career, whereas he is corrupt to the core.  He is on an accumulation spree  of properties throughout the State.

Son of a DGP in Uttar Pradesh, Sunil Kumar began his career with good intentions.   He was maintaining integrity and was emulated by subordinates.   But when the DMK came to power in 2006 it was topsy-turvy for Sunil Kumar.

Sunil Kumar’s path to ignominy began in 2005, when the DMK MLAs then in the opposition staged a road roko in Mount Road.  The MLAs were arrested and confined in Chindadripet Police Station.   The present Deputy Chief Minister M.K.Stalin came to visit the arrested MLAs who was promptly prevented from seeing them.   When Stalin tried to force his way into the police station, Sunil Kumar promptly prevented him.   The push and pull between M.K.Stalin and the police force was promptly reported to the high command from where instructions came to book a case against Stalin for ‘preventing a public servant from doing his duty’ based on a complaint from 2005.  

Sunil Kumar, a shrewd fellow, saw the way the wind is blowing, as it was the fag end of the regime and refused to give a complaint against Stalin.   What could be in wait, but ‘compulsory wait’ ?  Sunil Kumar was swiftly placed under compulsory wait and later posted in an insignificant post.

Angel smiled on Sunil Kumar when DMK came back to power.   M.K.Stalin, with a sense of gratitude rewarded Sunil Kumar with the posting Joint Commissioner of Police, Traffic and later Additional Commissioner of Police, Traffic.   Sunil Kumar meant business from day one.   He started making quick bucks in granting and renewal of licenses to malls and theaters and found numerous ways of making money in the traffic posting.

Later in 2008, luck smiled again on Sunil Kumar, when C.K.Gandhirajan, who was the then Commissioner of Police, Coimbatore was ‘honey-trapped’ and shifted from Coimbatore.  The next choice of the government … …   Who else than the blue-eyed boy of M.K.Stalin ? 

Sunil Kumar continued his collection spree  in his new posting, though he missed his family and wanted to attend his son Apurva Kumar, who in a crucial phase of his education.

Sunil Kumar’s request for transfer was promptly acceded and a  posting which will lead him to ignominy came viz. Joint Director, Vigilance and Anti-Corruption.   The posting of Joint Director, DVAC, which used to be a docile job became a ‘hot-seat’ when enquiry was initiated against A.K.Viswanathan,IPS., who is considered to be the sworn enemy of the mightiest power center in the State viz JAFFER SAIT, the omnipresent almighty (omnipresent with his eavesdropping skills).

Sunil Kumar who was handling important enquiries against both A.K.Viswanathan and Uma Shankar, IAS was promptly brought into the fold of Jaffer Sait.    A situation was delivered on a platter by Sunil Kumar to Jaffer Sait to make Sunil Kumar as his stooge.   Apurva Kumar, son of Sunil Kumar, defied his father’s expectations and obtained marks far below to get a seat in any premier engineering college.   Seeing the marks of his son Sunil Kumar became so dejected and became perplexed what to do.

When he lamented about this to his new found GURU, the GURU promptly blessed him with a ‘government quota’ seat in Anna University for Sunil Kumar’s son, for the GURU is the almighty.

An indebted Sunil Kumar almost started dancing to the tunes of Jaffer Sait, which led to Sunil Kumar yielding to some ‘indecent proposals’ by Jaffer.   Jaffer, in his eagerness to finish of his sworn enemy, commanded Sunil Kumar to bring the files to his chamber.     An indebted Sunil Kumar, brought the confidential files he is supposed to protect from uncouth elements like Jaffer, to Jaffer’s chamber and shamelessly showed the files.  The frequency of such indiscreet visits increased after stay order in the enquiries against both Uma Shankar and A.K.Viswanthan was lifted by the Madras High Court.  

Ironically, Sunil Kumar, who has leaded sensitive information about DVAC enquiries has been lecturing his subordinates about maintaining secrecy and that strict action would be taken against any one who leaks out to the press.   Is this what they say ‘devil preaching scriptures ?’

The reason, Sunil Kumar is scintillating Sunil is his capacity to maintain a good image for him, despite being scorchingly corrupt.  In fact, when the savukku website broke news about the huge accumulation of assets by Sunil, one of the senior officers remarked that Sunil Kumar is not such a bad fellow.    If Sunil Kumar is able to hoodwink the senior officer, whom savukku considers as very intelligent, then he definitely is Scintillating Sunil.

The Savukku website published details of assets accumulated by Sunil Kumar as detailed below.

After Savukku website came out with this expose, an ADGP, during an interaction with Savukku remarked that what if Sunil Kumar had purchased all these properties through the money of his father or family members.  He also went on to add that this is the only methodology available in a democracy to better one’s self.

Sir, when you live in a country where 20 million people go to bed without one square meal a day, don’t you think accumulating so many assets is not only undigestable but also obscene ?  This is, if,  accepting that Sunil Kumar accumulated these assets through legal sources.  But obviously he has not.

The above document is in the name of Anant Ram.   Who is this Anant Ram ?  Looks like an old business man ?  Don’t be deceived.  This Anant Ram is the father-in-law of Sunil Kumar.   Why would a retired government servant, after 9 years of his retirement, who has settled in Delhi, would come down to Ooty and buy half acre ?  My dear reader, don’t you think it is too much of a coincidence that this property has been purchased three months after Sunil Kumar became Joint Commissioner    Traffic ?

When Savukku came out with the expose on Sunil Kumar, there were lot of brick bats that an honest officer has been scandalized.   The expose set the tongues wagging.   Savukku became the most hated word among officers who believed that an upright and honest officer like Sunil Kumar is being scandalized.   

It was never the intention of Savukku to scandalize any one.   Savukku is not after sensationalism.   Savukku never wanted to settle personal scores with any one.   Savukku wants to expose black sheep.  That is all.

Shown below are the photographs of the properties held by Scintillating Sunil and his family for the kind perusal of DVAC Director Bholanath and Chief Secretary Malathy.    Savukku doesn’t expect any action on the part of Malathy, because she herself is an accused officer in Detailed Enquiry DE 52/2001/PUB/HQ, in which it was recommended to register an FIR against her.  

But Savukku expect some action from  Bhola Nath.   Sir are these details enough or do  you want basic statements I to VI worked out for a disproportionate asset case ?

According to latest information, Sunil Kumar has recently ordered the promotion of one Ms.Selvanayaki, an Assistant as Special Assistant, who is reportedly unqualified to hold the post and also without drawing any panel, for the reasons best known to him.

Now tell me readers.  Is he not Scintillating Sunil ?
